Given the conditions caused by the pandemic with COVID-19, this year we mark it without a public appearance.
The State Office of Industrial Property, respecting all health protocols, traditionally awarded the "Patent of the Year for 2020" award, and from the shortlist was selected the invention of Dimitrija Andjelkov from Kavadarci who with his team invented a "Respiratory Machine".
As part of the award "Patent of the Year for 2020" was awarded to innovators Boris Neskovski, for the invention "Intelligent stick for navigation of the blind" and Dragan Jovanov for the innovation "Agrofit tonic for multiple sclerosis."
This year, the Intellectual Property Day, whose conceptual organization is in charge of the World Intellectual Property Organization, is celebrated under the sign "IP and small and medium enterprises - Taking your ideas to the market".
The State Office of Industrial Property, by patenting those ideas or products, enables a more secure market position and strengthens the competitiveness of enterprises, of course, increasing the market value of small and medium-sized enterprises and increasing profit opportunities.
In this regard, the State Office of Industrial Property has repeatedly stated that small and medium-sized enterprises should value intellectual property and treat it as capital. According to previous experience, the value of the intellectual property and its potential to increase the value of the enterprise and make more profit was underestimated by small and medium enterprises. Therefore, our efforts are in the part of strengthening public awareness and pointing out that regardless of whether it is a small or medium enterprise, the idea from which the activity originated should be protected.
We as the State Office of Industrial Property will continue to support, encourage and help all those who want to protect their product or idea. At the same time, we continue to strengthen the institutional cooperation through which we protect intellectual property rights.

Artificial intelligence is developing at a tremendous pace, affecting all areas of life. Acting as the engine of the most important changes, the global artificial intelligence market illustrates the change in the vector of the world course of history - the degree of human influence on the course of the production cycle is gradually decreasing.
Today, one of the indicators of the growth in demand for AI technologies is the increase in the number of organizations and government bodies using artificial intelligence to improve the efficiency of their activities. The development of artificial intelligence technologies is attracting investments from legal entities and individuals.
However, without creating the necessary conditions for the further development of artificial intelligence, there is no chance to build an effective economic model of the future. Today we can see humanity is facing a dilemma, where is the border between human creativity and AI? How can we avoid the devastating effects of AI on the business community? What should be the new regulatory system? And what are the challenges intellectual property field is facing? These and other issues are going to be discussed within the framework of the Conference "Digital transformation: IP&AI trends.

The 1st session of the Coordinating Body for Intellectual Property for 2021 was held

The First Session of the Coordinating Body for Intellectual Property with the new composition was held on March 25, 2021, on the premises of the State Office for Industrial Property.

In 2020, the EPO received 180 250 applications, just 0.7% down on 2019 despite the pandemic. However, this conceals contrasting trends, with falls in demand for patent applications from some countries and in some technologies offset by growth elsewhere. The picture is complex and deserves closer inspection. One thing is certain: the economic impact of the coronavirus is only beginning to be seen through patent filings.
Top applicants
The 2020 ranking reflects continued growth in demand for European patents from China and South Korea. Samsung tops the table, ahead of Huawei, which led the ranking in 2019, and LG in third place. The top 10 includes five companies from Europe (the highest number since 2014), two from South Korea, and one from China, Japan, and the US respectively.
Top technology fields
As the digital transformation of the economy accelerates, Europe remains a robust technology market. Having soared in 2019, digital communication and computer technology made more modest gains last year. Medical technology returned to the top spot (+2.6%), while pharmaceuticals and biotechnology surged, up +10.2% and +6.3% respectively. In 2020, the top ten fields accounted for almost 55% of all European patent applications.
Geographic origin of applications
Europe maintained its share of nearly half of all patent applications. There was an increase in filings from companies in Finland (+11.1%), France (+3.1%), and Italy (+2.9%). Amongst the other countries which filed over 1000 applications, many showed a decline in filings from their native companies, including a fall from Germany (-3.0%) which nevertheless still accounted for 14% of all filings. From outside Europe, US firms filed less than the previous year (-4.1%) but maintained their share of a quarter of all applications, followed by companies from Japan (-1.1%). The major countries that saw the greatest growth in absolute numbers in 2020 were China (+9.9%) and South Korea (+9.2%).

The purpose of this cooperation is to encourage and promote domestic companies that have innovative inventions as well as to introduce businessmen to the meaning and value of the protected product.
"We want to introduce domestic companies to the importance of protected products, ie protected patents, trademarks, industrial designs, geographical indications because they not only strengthen the competitiveness of the company but also increase its reputation through which the company proves its technical capacity, inventiveness, and expertise in the area in which the company operates," said Goran Gerasimovski, Director of the State Office of Industrial Property.
Gerasimovski also stressed that SOIP is a strong partner of innovators, which constantly patents and promotes their products but also encourages new innovative solutions important for the whole society.
The cooperation between the two institutions will be realized through a series of activities aimed at encouraging innovations and their protection, exchange of information, knowledge, and experiences, participation in working bodies and training, workshops, and promotions.
"I expect that such cooperation will contribute to raising awareness of the need to protect innovative products and services of Macedonian companies, as well as the benefits arising from the acquisition of protection. "With joint efforts, exchange of information, and ideas, we will enable Macedonian innovators to succeed and become more competitive in the domestic and foreign markets,” said Kosta Petrov, Director of FITD.

During the meeting was discussed the protection of industrial property rights as one of the most important factors that companies take into account if they want to invest in a foreign country.
Guided by this, international companies analyze in detail the regulations and conditions for investing in a country. In that direction, in their export strategy, the companies should include industrial property, which increases the competitiveness of the company in the export markets.
This is extremely important for domestic companies with export potential because the protection of the industrial property is one of the most important elements for the successful functioning of the single European market.
The protection of industrial property, your trademark, or industrial design enables a favorable market position and loyal customers for their own products and services in foreign markets.
Statistically, countries with strong systems for the protection of industrial property rights attract more foreign investment compared to countries without existing protection regulations.
The Republic of North Macedonia in this area is harmonized with the international standards for the protection of industrial property rights, providing effective legal protection to companies operating in the country.

Working meeting of the Coordinating Body for Intellectual Property

A working meeting of the Coordinating Body for Intellectual Property was held today at the State Office for Industrial Property, attended by representatives of all member institutions.

European Patent Office receives record 181 000 applications in 2019
Patent applications for digital technologies soar, driven by rise of 5G and AI
Top five countries of origin are the US, Germany, Japan, China and France
European companies and inventors account for largest share of filings
Sharpest growth in patent applications from China and South Korea
Huawei tops the applicant ranking, ahead of Samsung, LG, United Technologies and Siemens

Munich, 12 March 2020 - Patent statistics published today by the European Patent Office (EPO) show that for the first time in more than a decade digital technologies have taken the lead in patent applications filed. According to the EPO Patent Index 2019, the surge in the fields of digital communication (+19.6%) and computer technology (+10.2%) is fuelling the sustained growth in patent filings: In 2019, the EPO received well over 181 000 applications in total, 4% more than in 2018 and a new all-time high.
"The rapid rise of digital technologies is the most striking trend from our 2019 index," said EPO President António Campinos. "The digital transformation of the economy is now fully reflected in the patent applications reaching the EPO. With our well-established and globally recognised approach to examining applications in the digital field, the EPO is well placed to support inventors, and foster innovation in Europe and beyond. It is important that companies and researchers in Europe seeking to protect their inventions find a level playing field with their competitors from Asia and the US, and are able to maintain a strong position in the global technology market."
5G and AI as drivers of growth
Among the top technical fields at the EPO, digital communication and computer technology saw the steepest growth, highlighting their key role in driving the digital transformation that is permeating all sectors and industries. Patent applications in digital communication grew by +19.6% in 2019, overtaking medical technology (+0.9%), which had been the most patent-active technology since 2006. This field, which lies at the intersection of telecommunications and computers, includes technologies that are crucial to implementing 5G wireless networks.
With an increase of 64.6%, Chinese companies contributed most to the growth in digital communication patent applications, with US (+14.6%) and South Korean firms (+36.1%, albeit from a smaller base) following suit. By comparison, filings from Europe grew moderately (+3.1%). In terms of share, China, the US and Europe are now the joint leaders, each accounting for roughly a quarter of all patent applications filed with the EPO in this field. The top three applicants in 2019 were Huawei, Ericsson and Qualcomm (Fig.: Leading applicants, digital communication).
The second fastest-growing field at the EPO in 2019 was computer technology (+10.2%). Here the driving factor for growth was the increase in patent applications related to artificial intelligence, especially in the areas of machine learning and pattern recognition, image data processing and generation, and data retrieval.
US companies (+13.6% over 2018) accounted for nearly 40% of all patent applications in computer technology, followed by EPO member states (+9.3%) with almost 30% of the total. Applications from China (+18.7%) made up just over 10%. The leading applicants in 2019 were Alphabet (Google), Microsoft, Samsung, Huawei, Intel and Siemens (Fig.: Leading applicants, computer technology). A significant proportion of the growth in 2019 also came from smaller applicants, and from new players.
European companies lead in transport
Other technical fields with solid growth at the EPO in 2019 were: transport (+6.6% over 2018), which includes the automotive sector; electrical machinery, apparatus and energy (+5.5%), where many inventions for clean energy technologies are filed; and pharmaceuticals (+4.4%). European companies held the largest share of patent applications in transport, measurement, organic fine chemistry and "other special machines" - an area covering a range of technologies including machine tools for various industries and 3D printing.
Growth from nearly every region, surge from China
The technology trends were also reflected in the country data. The top five countries of origin for applications in 2019 were the US, accounting for 25% of total filings, followed by Germany (15%), Japan (12%), China (7%) and France (6%) (Fig.: Origin of applications). The increase in applications at the EPO in 2019 was mainly fuelled by the strong increase in filing volumes from China (+29.2% over 2018), the US (+5.5%) and South Korea (+14.1%) (Fig.: Top 50 countries for applications). In the past decade, patent filings from China with the EPO have increased nearly sixfold (12 247 applications in 2019 vs. 2 061 in 2010). In 2019, the general upward trend in filings continued from nearly every major industrial region, with only Japan experiencing a small drop (-2.3%) after two years of growth.
Patent applications from the 38 EPO countries grew modestly (+1.1%) in 2019, the third year of increase. In relative terms, the share of patent applications from Europe continued to slide, however, falling from 51% in 2009 to 45% in 2019, as more players from outside Europe, and especially Asia, seek to protect their inventions in the European market.
Other countries with notable increases in filings with the EPO include Canada (+14.5%), Israel (+6.8%), and - from lower levels - Saudi Arabia (+38.3%) and Brazil (18.8%).
European trends: Germany stable while Sweden, the UK and Spain show solid growth
Patent applications coming from the EPO member states developed stably overall, with most firms filing more patent applications than in 2018. Sweden (+8.0%) was the growth champion, boosted by increases in applications related to digital communication and computer technology. Patent filings from the UK (+6.9%) and Switzerland (+3.6%) continued to increase significantly, too, while filings from Italy advanced by +1.2%. After two consecutive years of growth the number of patent applications coming from Europe's top filing country, Germany, remained stable (+0.5%), while France (-2.9%) and the Netherlands (-2.6%) saw decreases last year. The drop in patent filings from France was due to fewer applications in fields such as digital communication and automotive, while in the Netherlands, lower numbers of applications were filed in a number of sectors, including medical technology and biotechnology.
Among the European economies with mid-range patenting volumes, applications from Spain (+6.0%) grew solidly. Belgium (+3.2%), Austria (+2.6%), and Denmark (+0.8%) achieved similar filing levels to 2018, while patent applications from Finland fell further (-1.4%).
There were also significant increases from countries with smaller patenting volumes, such as Ireland (+6.3%) and Norway (+3.6%). Portugal (+23.1%) and Greece (+15.8%) also both saw their third year of consecutive growth, albeit from a smaller base.
Huawei heads list of applicants
The company ranking also reflects the rapidly growing importance of digital technologies. Huawei topped the table of patent applicants at the EPO in 2019 with 3 524 applications. Samsung moved up to second place and LG gained a position to take third. The two South Korean firms were followed by US company United Technologies and the top applicant of 2018, Siemens at No.5.. Sony is Japan's highest ranking applicant (jumping from 11th to 9th), while Ericsson (moving up to 7th), Philips and Robert Bosch ensure that European companies account for the majority of the applicants in the ranking: The top 10 includes four companies from Europe, two from South Korea, two from the US, and one from each of China and Japan.
Every fifth application at the EPO filed by an SME
A breakdown of applications originating from European countries shows that 72% of them were filed by large companies, 18% by small and medium-sized enterprises and individual inventors, and 10% by universities and public research organisations. This confirms that a significant proportion of EPO applicants are smaller entities (Fig.: Breakdown of applicants by category).

As of 30 September 2019, The State Office of Industrial Property of the Republic of North Macedonia (SOIP), The African Regional Intellectual Property Organization (ARIPO), The Institute for Intellectual Property of Bosnia and Herzegovina (IIP-BIH), The National Intellectual Property Center of Georgia (Sakpatenti), The State Agency on Intellectual Property of the Republic of Moldova (AGEPI) and The Intellectual Property Office of the Republic of Serbia (IPORS) have decided to use the harmonised database of product indications (HDBPI) in DesignClass.
As a result, these are the first six IP offices outside the European Union (EU) that will use terms from HDBPI, which is one of the expected outcomes of EUIPO’s strategic project, “Extension of tools”, managed by its International Cooperation Area. This project aims at extending the reach of tools from The European Union Intellectual Property Network (EUIPN) beyond the EU for the benefit of the global users.
With the extension of reach of HDBPI to SOIP, ARIPO, IIP-BIH, Sakpatenti, AGEPI and IPORS, DesignClass now offers users the opportunity to search and translate more than 12.000 harmonised concepts in 27 languages from 30 IP offices.

The action seized 69 boxes of 500 grams of cut tobacco or a total of 34.5 kg and 2,156 boxes of different brands of cigarettes. Boxes for cut tobacco have also been found to infringe their intellectual property rights, ie the names and marks of the WEST, Marllboro (Marbor) and Winston trademarks have been illegally used. The goods were seized and appropriate charges were brought against the perpetrators.
The seriousness of the problem and the extent of the damage caused by the illicit trade in tobacco and tobacco products, which has recently been compounded by the infringement of intellectual property rights, require continued efforts to prevent illicit traffic and to prevent infringement of intellectual property rights. To these products is not known the composition, origin, method of production and storage. In this action which is yet to be examined were found products for which the composition which according to the first estimates has a small percentage of tobacco.
With anti-trafficking actions we protect competitiveness, legal production and licensed producers, prevent tax evasion and further contribute to protecting people's health that could be endangered by the use of unverified products released on the market on the illegal ways.
As before, against the perpetrators, they will continue to be subject to the most severe sanctions to prevent this occurrence.

Working meeting with representatives of the European Patent Office

On September 2, 2019, a delegation of the European Patent Office led by Mr. Simon White - IT Cooperation and Mr. Christoph Browarnyj - European Cooperation were on a working visit to the State Office of Industrial Property. The meeting with the delegation was attended by the employees of the State Office of Industrial Property led by the Deputy Director of the Office, Mr. Goran Gerasimovski.

Earlier-generation image search tools primarily determine trademark image similarity by identifying shapes and colors in marks. WIPO’s new AI-based technology improves on this technology by using deep machine learning to identify combinations of concepts – such as an apple, an eagle, a tree, a crown, a car, a star – within an image to find similar marks that have previously been registered.
The new technology results in a narrower and more precise group of potentially similar marks, facilitating greater certainty in strategic planning for brand expansion into new markets. With fewer results to scrutinize, this also translates into labor-cost savings for trademark examiners, attorneys and paralegals, industry practitioners and researchers.
“In the field of trademarks, our state-of-the-art AI technology is a major improvement that will create greater certainty for the development of new image marks and greater ease for monitoring potentially misleading or conflicting new registrations,” said WIPO Director General Francis Gurry. “This kind of enhanced business intelligence is invaluable in a globalized economy in which the volume of economic agents seeking brand protection is expanding rapidly.”
WIPO’s new AI search technology leverages deep neural networks and figurative elements classification data from the Madrid System for the International Registration of Marks and from large trademark offices.
All users can access the AI search technology for free through WIPO’s Global Brand Database, where it has been fully integrated into the database search engine.

Search coverage
The new search functionality covers the national collections of 45 trademark offices already participating in the project - even if they have not been using a classification system for figurative elements. This represents a total number of almost 38 million trademarks to date. WIPO periodically adds new collections from around the world to the database.
“The increasing demand for IP rights across the globe is overwhelming current-generation systems, which is why WIPO is leading on the development of artificial intelligence-based tools that improve the global IP system,” said Mr. Gurry, adding: “A larger data pool means better AI results, so I encourage trademark offices whose collections are not included in the Global Brand Database to consider adding them as soon as they can.”
The AI image similarity algorithm allows users to combine it with any other search criteria, for example restricting the results list to a given set of jurisdictions or to one or several parts of the Nice Classification – an international classification of goods and services applied for the registration of marks.
Users submitting a complex or composite image may use an in-built editing tool for close cropping of a searched region of interest in the image, further simplifying the searched image for more relevant results.

World Intellectual Property Day, which we celebrate each year on April 26, is an opportunity to celebrate the creators and innovators who so enrich our world, and who are at the base of our cultural and technological development. This year our theme for World Intellectual Property Day is Digital Creativity: Culture Reimagined.
Culture has already been reimagined through digital creativity. The whole way in which creative works are produced around the world, the sorts of works that are produced, the way they are distributed, and the way they are consumed or enjoyed worldwide has been reimagined as a consequence of digital technology.
On this day, as we celebrate digital creativity across the world, we should also think about how to find the right balance - one which recognizes the importance of creators and innovators to all the progress that we see ... as a consequence of digital technology.
WIPO Director General Francis GurryThe internet is a world stage. It provides an enormous opportunity for creators. Think of the evolution of the creator across the ages and the way in which creators and performers interact with their audiences. Once this interaction was confined to those who were within immediate earshot of the performance. Now, with the internet, the audience has become potentially the whole world. That is an enormous creative opportunity. It's an enormous cultural opportunity. And it's an enormous economic opportunity. It is this opportunity which we want to celebrate on World Intellectual Property Day in 2016.
On this day, as we celebrate digital creativity across the world, we should also think about how to find the right balance - one which recognizes the importance of creators and innovators to all the progress that we see, culturally and technologically, as a consequence of digital technology.
So please join us on World Intellectual Property Day, whether it’s at one of the numerous events that are being held around the world, or by participating through Facebook, Twitter, or other social media. And please join in this challenge of finding the right balance to reward the creators and innovators who enrich our lives, while at the same time ensuring the social benefit of widespread access to their works.

The European qualifying examination (EQE) tests candidates' knowledge and aptitude to represent applicants in EPO proceedings. Established in 1979, it is widely regarded as one of the most demanding professional examinations having been passed by more than 7000 candidates already.
About the EQE
The examination is organised and conducted by a Supervisory Board, an Examination Board, Examination Committees and an Examination Secretariat.
Aim of the EQE
The EQE is designed to establish whether the candidate has the requisite aptitude and knowledge to represent applicants before the EPO.
EQE syllabus
Candidates need to be particularly conversant with European patent law, the Patent Cooperation Treaty (PCT), the Paris Convention, EPO board of appeal case law and certain national laws in so far as they apply to European patent applications and European patents. The content of the examination only relates to legal texts which were in force on 31 December of the year preceding the examination.
Languages
The examination papers are drawn up in the three official languages of the EPO (English, French and German). Candidates may be permitted to submit their answers in another official language of a contracting state. The EQE, held once a year, comprises five papers: Pre-examination (4 hours)assesses candidates' ability to answer legal questions and questions relating to the drafting of claims Paper A (3 1/2 hours)tests the candidate's ability to draft claims and the introductory part of a European patent application. Paper B (3 hours)requires candidates to prepare a reply to an official letter in which prior art has been cited. Paper C (5 hours)involves drafting a notice of opposition to a European patent. Paper D (5 hours)assesses candidates' ability to answer legal questions and to draft legal assessments.
Passing the EQE
To pass the EQE, it is obligatory to pass all examination papers. Candidates may not enrol for the main examination (papers A, B, C and D) until they have passed the pre-examination. There is a compensatory system in the main examination whereby under certain circumstances, low marks can be offset by good marks in other papers.
Admittance and enrolment
Candidates are admitted to the EQE if, on the date of the examination, they meet the following requirements:a) QualificationsCandidates must possess a scientific or technical qualification - for example, in biology, biochemistry, chemistry, electronics, pharmacology or physics.Any decisions regarding the admission to the examination are based on the conditions laid down in Article 11(1)(a) of the Regulation on the European qualifying examination (REE) and Rules 11 to 14 of the Implementing provisions to the REE.b) Professional activityCandidates must have trained under the supervision of a professional representative or as an employee dealing with patent matters in an industrial company established in one of the contracting states. The mandatory practical training is very important, since a great deal of the knowledge required by a European patent attorney is gained during this period. During this period the candidates must take part in a wide range of activities pertaining to patent applications or patents.Only periods of professional activity completed after the required qualifications were obtained are taken into account. The training period must be completed at the date of the examination.EPO examiners may enrol for the EQE if they have performed the duties of examiner for at least three years.c) DatesThe EQE is held once a year, usually end of February/beginning of March. A notice indicating the examination dates and the closing dates for enrolment is published in the Official Journal (April of the preceding year).d) Examination feeThe fee payable depends on the number of papers for which the candidate enrols. The basic fee is currently 200 EUR.

Message from Director General Francis Gurry
Music is part of an extraordinary revolution that is taking place around us, a revolution that is fundamentally changing the way creative works are produced, distributed and consumed.
Thanks to digital technology and the Internet, we now have access to more music than ever before. The Internet has created a global marketplace and global stage for music. That is a wonderful thing for music lovers all over the world. Thanks to digital technology and the Internet, we now have access to more music than ever before. The Internet has created a global marketplace and global stage for music. That is a wonderful thing for music lovers all over the world.

"Today is a day to “get up, stand up, for music” – to ensure that our musicians get a fair deal, and that we value their creativity and their unique contribution to our lives."

We need to ensure that we do not lose sight of creators and performers in the new digital economy. Is their role given sufficient value in these new systems? This is an essential question. It is essential for a vibrant culture that creators, composers, songwriters and performers are able to enjoy a decent economic existence through deriving economic value from their music. Without them, we don't have music.
Enormous artistic, personal, social and economic effort goes into the creation and the performance of music. We must find a way of ensuring its sustainability in the economy. My message for World Intellectual Property Day is – do not take music for granted; value it.
Today is a day to "get up, stand up, for music" – to ensure that our musicians get a fair deal, and that we value their creativity and their unique contribution to our lives.

In order to affirm intellectual property rights, highlight their significant role in the process of development and integration of modern science and culture in the global environment of values, and strengthen and encourage awareness of rights protection, the State Industrial Property Office, on the occasion of the celebration of April 26, World Intellectual Property Day, conveys the message of the Director General of the World Intellectual Property Organization:
Message from the Director General Francis GaryApril 26 is World Intellectual Property Day. Our theme this year is Creativity – The Next Generation.Creativity is common to all humanity.Regardless of who we are, where we live, in what circumstances we find ourselves, we all have the capacity to create. And it is precisely this human creativity and ingenuity that has improved the quality of life in every area: our healthcare, our transportation, our communications, our entertainment. The purpose of intellectual property is to improve the conditions that allow that creative and innovative capacity to flourish around the world.
The way in which humans express themselves creatively has changed completely in the last 30 years. People are creating in a more exciting way than ever before. We are seeing an explosion of user-generated content and large numbers of people connecting – for example, through crowd-sourcing and open innovation platforms – to participate in collective creation. Such creative collaboration opens up rich new perspectives for humanity.
What will the next generation bring?
While it is difficult to predict the future, we do know that the pace of change has accelerated thanks to the new generations. And now we see before us a plethora of new technologies with the potential to fundamentally change the way we live. Change is happening faster and faster. The next generation will arrive tomorrow.
The developments that are coming forward in the natural sciences have the potential to transform our lives. Information technology, molecular biology, regenerative medicine, and even technologies such as 3D printing are converging in and around the natural sciences to generate extraordinary potential.
On World Intellectual Property Day, we encourage people to think about the role of intellectual property in our changing world. I believe there is a certain genius in intellectual property. It creates a unique incentive to invest in research and development, in innovation, and in cultural creation and creation. How does it do this? By creating a mechanism for buying, selling, and sharing access to the benefits of innovation and cultural creation. Our challenge is to ensure that the conditions for such access are fair and equitable, so that the benefits are widely shared and so that a truly dynamic, creative global society is nurtured in which the next generation can flourish.
Young people have the capacity to dream in a way that surpasses the capacity of their elders. They are the future. My message to the next generation on this World Intellectual Property Day is: keep creating, keep innovating, and keep thinking about how intellectual property will play its role in the future societal governance of creativity and innovation.

Days of World Intellectual Property - April 26, 2013 .

“The PATENT.MK project is a web portal that will promote the achievements of the scientific research work of researchers from higher education and scientific institutions,” informed Minister Kralev.
This project is being implemented in cooperation with the Patent Office, which will be obliged to regularly submit data to the Ministry of Education and Science for the maintenance of the portal.
“The system will enable the entry of the necessary information related to registered patents for innovative inventions in the Industrial Property Office of the Republic of Macedonia or in any other foreign institution for the registration of national or international patents,” said Kralev.
The project will ensure coordination of the economy and researchers and stimulation of innovative work. The portal will include content and tools that will ensure the establishment of an innovative base as well as public discussions and collection of proposals.
“It is necessary to create prerequisites and an appropriate climate for encouraging innovations and at the same time to make them available to the business sector. However, at the same time, it is very important to provide protection for innovators and their inventions and patents, in a word, their intellectual property, as well as industrial property consisting of technologies, new products and services, brands and more,” emphasized Minister Saraqini.
In the field of intellectual and industrial property protection, the Government of the Republic of Macedonia has made significant progress in the past few years.“Like never before, we have developed new institutions, cooperated and coordinated with each other, improved legislation and regulations, and strengthened control mechanisms for respecting copyright and related rights, resolutely suppressing all forms of piracy and counterfeiting of intellectual and industrial property,” explained the Minister of Economy.
“The very project that we are promoting today with the Ministry of Education, in my opinion, should contribute to bringing together the supply of scientific knowledge by researchers at universities and the demand for innovation by the business sector, which consists of companies, but also small and medium-sized enterprises that cannot afford significant financial resources for research themselves,” said Saraqini in his address.
“I would like to finally encourage both parties, both innovators and investors, to use this portal as a medium through which they will achieve mutual benefit, companies will gain access to ideas and solutions that can make their products and services more competitive in the markets, scientists and researchers will receive real valorization of their work and knowledge”, emphasized the Minister of Economy.
Professor from the Faculty of Law Jadranka Dabović Anastasovska emphasized that special attention should be paid to how the business community can connect with universities, that is, how sophisticated laboratories from the faculties would be put into operation by small and medium-sized enterprises.
“The business community simply must understand that the value of their capital increases with intellectual property rights. If you pledge a trademark or an object in which an intellectual property right is incorporated, then its price will be much higher and you will be able to develop your business”, stated Dabović Anastasovska.

Mr. Benoit Battistelli, President of the EPO, visited the Republic of Macedonia

Intellectual property, when analysed from a comprehensive stand point, represents the rights stemming from intellectual activities in industry, science, literature and the arts.
It can also be said that intellectual property refers to information or parts of information that are simultaneously incorporated in certain objects in an unlimited number of copies, in different places throughout the world.
Intellectual property rights (hereinafter IPR) are particularly important in modern society. The development of new technologies imposes as an imperative that international standards on IPR protection must be followed. There is no product, or service whose value is not increased through the incorporation of IPR.
New technologies allow creative people to use them and create new types of intellectual works, but they also allow for new ways of abusing IPR. The Republic of Macedonia, is a candidate country for EU membership, a member country of the World Trade Organisation (WTO), and a signatory of the Agreement on Trade-Related Aspects of Intellectual Property Rights. While building its Strategy for Intellectual Property Rights (hereinafter: IPR Strategy), it begins from the standpoint that: the most competitive economy is the knowledge-based economy; Europe pursues the building of a knowledge-based society; the Republic of Macedonia needs foreign direct investments for the development of its own capacities, that will grow proportionally along with the level of IPR protection; its own human potentials - talents, creative people, authors, scientists - should be stimulated by respecting the IPR and thus enabling the economic effects stemming thereof to be retained, as well as to attract new talents; the IPR could allow the small and medium sized enterprises to become competitive, to become recognized in the market, through innovations, ideas, branding and the like; protection of the intellectual property is a fundamental instrument for the success of the European Union internal market that we aspire to accede
In the documents attached you will find the Strategoy for the Intellectual Property and the Action Plan.
